Who is responsible and how often to test
In most non-domestic buildings, including the shared areas of flats, the Regulatory Reform (Fire Safety) Order 2005 makes a responsible person, usually the employer, owner or managing agent, accountable for fire safety measures such as emergency lighting. The British Standard for emergency lighting, BS 5266-1, sets out a testing routine:
Monthly
A short test to check every light comes on. Your staff can do this.
Yearly
A full-duration test, usually 3 hours, to prove the batteries last. This is normally done by an electrician.
Logbook
Every test is recorded in a logbook.
